If i get all A's and B's next year can my GPA go from 2.7-3.5?

right now ive had a bad year and my GPA has drop to a 2.7. if i get all A's or B's next year can i get a 3.5 GPA before i apply for colleges(end of junior year)? im in 1 AP cl and the rest are regular. Also, how much does GPA matter? i am great at testing and have already taken PSAT and plan tests and scored in the 90% percentile on both. can i still get into a good college (im thinking about WSU)?
