Refining of Oil and Gasoline?

Which is harder to refine home heating oil or gasoline? Wondering as to why home heating oil is currently selling for 50 cents more per gallon than gasoline? Is it just because winter is approaching and the oil companies can gouge us again now that prices for oil is falling?
