How do i keep my kids under control?

My wife and I came home today from a 7 day vacation. I found my12year old daughter on top of a college freshman. As if that wasnt bad enough I found my daughters twin brother throwing a raving in the basement. I sent them both to councillors, but that didnt work they had with him and his friends too. AND if thats not bad enough i bet the **** out of that college kid with a hoover vac and now he needs a 130000 operation on his face,
